COURT: Law Woon-ming, I have taken into account everything urged on your behalf. You stand convicted of one charge of trafficking in a dangerous drug. You have pleaded guilty in the Magistrates’ Court, and you have been committed to this court for sentence.

The quantity of drugs involved is 64.5 grammes of a mixture containing 37.4 grammes of heroin hydrochloride. These drugs were imported into Hong Kong from across the border.

All things considered, I adopt a starting point of 7 years and enhance it by 6 months, making a total of 7 and a half years.

Having taken into account everything urged on your behalf, including the letters which have been handed up by your counsel, your early plea of guilty and your co-operation with the police, I shall give you the full one-third discount, thereby reducing the starting point of 7 and a half years’ imprisonment to 5 years’ imprisonment. You are therefore sentenced to 5 years’ imprisonment.
