3. The Director decided against the applicant’s non‑refoulement claim on 20 May 2016. The decision covered Bill of Rights (‘ BOR ’) Article 3 (Torture or Inhuman Treatment) risk, persecution risk and torture risk. By a Further Decision of 25 July 2017, the Director also assessed BOR Article 2 (Right to life) risk and decided against them.
