Order by Deputy High Court Judge K.W. Lung: Leave to apply for Judicial Review be dismissed. Observations for the Applicant: 1.The applicant is an illegal immigrant by overstaying. He lodged non-refoulement claim with the Immigration Department and was rejected by the Director of Immigration (“the Director”). He appealed to the Torture Claims Appeal Board (the “Board”) and, by the Board’s Decision, his appeal was dismissed by the Board. 2.The applicant filed Form 86 on 19 October 2018 for application for leave to apply for judicial review of the Board’s Decision. His application has been considered on paper and the Court had made the decision to dismiss his application because he fails to show that he has any realistic prospect of success in his proposed judicial review. The Form CALL-1 with the reasons for the Court’s decision has been drafted and will be published in due course. 3.The applicant sent to the Court a letter dated 20 July which was received on 26 July 2022, saying that he has married on 22 August 2019 and he has obtained his Hong Kong Identity Card. He therefore wants to close his application application. 4.In accordance with the Court of Appeal in Re Manik Md Mahamudun Nabi [2022] HKCA 471 at §19:
