These two appeals are brought by the Housing Authority (“ the HA ”) against the Orders made by Chow J (as Chow JA then was) and Chow JA (sitting as a First Instance Judge) (collectively “ the Judge ”) respectively in HCAL 2647/2018 [1] and HCAL 2875/2019 [2] (respectively “ the PRH Order ” and “ the HOS Order ”).
