The applicant applies for leave to apply for judicial review of the Decision dated 18 August 2017 of the Torture Claims Appeal Board/Non-refoulement Claims Petition Office dismissing the applicant’s appeal against the Director’s Decision as described below (“the Board’s Decision”). The deadline for filing his appeal is 18 November 2017. His application filed on 21 May 2019 is late for more than 1 year and 5 months. This issue will be dealt with below.
