5. 2019年1月，上訴人的船隻 “ANTEA” 號與錨泊在印尼水域的“Star Centurion” 號相撞。該碰撞導致 “Star Centurion” 號完全損毀。印尼交通部發出殘骸清除令，要求 “Star Centurion” 號船東把殘骸撈起、將其清除並使之無害 [1] 。上訴人接納 “ANTEA” 對該碰撞負有全部責任 [2] 。
