1. The Applicants in these applications for judicial review are asylum-seekers from Vietnam. They sought asylum in Hong Kong. They were all refused refugee status by the Director of Immigration and later by the Refugee Status Review Board ("the Board"). They wished to challenge those decisions. They therefore applied for legal aid to enable them to do so.
