1. The Applicant is an asylum-seeker from Vietnam. He arrived in Hong Kong on 18th April 1991. He was then 28 years old and single. He was refused refugee status by the Director of Immigration. He asked for his case to be reviewed by the Refugee Status Review Board ("the Board"), but by a decision which was served on the Applicant on 18th August 1994, the Board confirmed the Director of Immigration's determination that the Applicant was not a refugee.
