1. Between 2000 and 2001, a fire services wet system was to be installed in the student hostel of the Hong Kong Polytechnic University (“the Work”). The principal contractor of the Work was Gammon Construction (Hong Kong) Limited (“Gammon”). As it is common in the building and construction industry in Hong Kong, the Work was subcontracted from one contractor to another. Gammon subcontracted the Work to Thorn Security (Hong Kong) Limited, which in turn subcontracted the Work to Sinotech Engine
