J U D G M E N T

1.This is an application for leave to appeal to the Court of Final Appeal from a judgment of this court of 6 December 2007 with reasons handed down on 11 December.

2.There is no question of great general or public importance in this matter.  

3.I regret that this case is now becoming more and more convoluted.  The written submissions were almost incomprehensible, the submissions this morning have now included, as I understood it, some kind of an attack on the quantum in the original judgment.  Maybe I have misunderstood the position, but if I have, I am afraid I have to deal with the situation as I see it.

4.There has already been a restricted application order made in respect of Dr Ip, but that does not seem to be likely to curtail his frequent appearance in this court, or subsequent appearances for that matter.

5.The extent to which Dr Ip now has gone in making applications can be seen by the quantity of files that are before the Official Receiver in this court which, to my mind, are simply horrendous.  All I can say is that insofar as this application is comprehensible, anything that comes from it has been dealt with in the judgment of this court which was handed down on 11 December.

6.I have nothing further to say other than, unfortunately, the court’s time has now been more and more taken up by these applications, which I hope one day will cease.
