1. At the hearing, the Appeal Committee granted leave to appeal on two grounds pursuant to section 22(1)(b) of the Court’s statute, [1] but dismissed the application in so far as it was based on the contention that leave to appeal is as of right. We stated that we would give our reasons later, which we now do.
