Huggins, J:

1. The appellant pleaded guilty to four offences relating to travel documents. He forged an application for a Macau resident's permit for a single visit to Hong Kong and aided an abetted persons in the production of false documents. It appears that he was the agent of a gang which was involved in obtaining the unlawful admission of aliens into Hong Kong. He had a clear record and has declared that he gained very little from the offences. The magistrate, in my view, properly considered that the gravamen of the offences was the harm done to the Colony and that deterrent sentences were necessary where persons engaged in this type of trade were convicted. He imposed concurrent sentences of six months' imprisonment on each of the four charges and I see no reason to interfere.

2. The appeal is dismissed.
