1. 申請人呂偉廉先生是新界屯門青菱徑3號東威閣(“該大厦”)地庫B34鋪(“B34鋪”)的業主。該地庫共有約60戶店鋪。各店鋪業主根據一份“分契”釐定各方的權責。該“分契”列出B34鋪需支付該大厦地庫的119/8506份管理費用,包括冷氣費,而根據呂先生的說法該份管理費每月約為890元。
