1. I agree with Lord Millett NPJ’s judgment in its entirety. My contribution, which is in harmony with his judgment, is limited to two matters. The first is s.16(1)(g) of the Buildings Ordinance, Cap. 123. And the second is the nature of the common law of Hong Kong.
