1. These proceedings concern the Hong Kong section of the proposed Hong Kong-Zhuhai-Macau Bridge ("the HKZM Bridge") project. The HKZM Bridge runs across the waters of Lingdingyang in the Pearl River Estuary, and will connect the HKSAR, Zhuhai City in Guangdong Province and the Macau Special Administrative Region, as part of the construction project known as the "National High Speed Road Network Planning".
