COURT: Accused, you stand convicted of one charge of trafficking in dangerous drugs. You have pleaded guilty at the Magistrates’ Court and you have been committed to the High Court for sentence.

The amount of drugs involved in this case is 0.98 kilogramme of a mixture containing 0.57 kilogramme of heroin hydrochloride and 0.1 kilogramme of monoacetylmorphine hydrochloride.

These drugs had been imported into Hong Kong and therefore calls for enhancement.

All things considered, including the amount of drugs involved and the international element, I adopt a starting point of 21 years’ imprisonment.

I have taken into account everything that Mr Tracy has urged in mitigation on your behalf. I shall give you the full

one-third discount thereby reducing the starting point to

one of 14 years’ imprisonment.

I therefore sentence you to 14 years’ imprisonment.
