COURT: Cheung Kamthy, you stand convicted of one charge of trafficking in “Ice”.

It is to your credit that you stand so convicted on your own plea of guilty.

I have taken into account everything urged on your behalf.

The quantity involved is 238.89 grammes of a crystalline solid containing 222.31 grammes of methamphetamine hydrochloride.

You have committed this present offence while you were on bail for a theft offence. Furthermore, these drugs have been imported into Hong Kong from across the border.

In my view, the appropriate starting point should be in the region of 13½ years’ imprisonment, and I enhance it by 6 months for the fact that it has been imported from across the border, thereby making a total of 14 years as a starting point.

Having taken into account everything that has been urged on your behalf by your counsel, particularly your plea of guilty and the fact that there are special circumstances on the papers which justifies a lenient view being taken of the facts, I sentence you to 7½ years’ imprisonment.
