COURT: Accused, I have taken into account everything that your counsel has said on your behalf.
You stand convicted on your own plea of guilty of one charge of trafficking in dangerous drugs. The drugs involved are enormous, namely 18.73 kilogrammes of a mixture containing 10.33 kilogrammes of heroin hydrochloride and 1.81 kilogrammes of monoacetylmorphine hydrochloride.
In my view, the appropriate starting point would be in the region of 29 years.
Since the drug has been imported into Hong Kong, it calls for enhancement and I will enhance it by 2½ years’ imprisonment, thereby making a total of 31½ years’ imprisonment.
Having considered everything urged in mitigation on your behalf, particularly your plea of guilty and your attempted assistance to the police by giving them information, I shall give you the full one-third discount, thereby reducing the sentence to one of 21 years’ imprisonment.
You will therefore go to prison for 21 years.
