COURT: Accused, I have taken into account everything that has been urged on your behalf.
You stand convicted of one charge of trafficking in dangerous drugs. You have pleaded guilty at the Magistrates’ Court and you have been committed to the High Court for sentence.
The quantity of drugs involved is 0.57 kilogrammes of a mixture containing 0.21 kilogrammes of heroin hydrochloride and 0.06 kilogrammes of monoacetylmorphine hydrochloride.
For that quantity of drugs I consider that the appropriate starting point to be in the region of 13 years. Since the drugs have been imported into Hong Kong from abroad I will enhance that starting point by 6 months, making a total starting point of 13½ years.
I have taken into account everything that has been urged in mitigation on your behalf, there is really no real mitigation apart from your early plea of guilty for which I shall give you the full one-third discount. I shall therefore reduce the sentence by one-third, reducing the sentence to 9 years’ imprisonment.
You will therefore go to prison for 9 years.
