COURT: The accused, you stand convicted on one charge of trafficking in a dangerous drug. You have pleaded guilty in the Magistrates Court and have been committed to the High Court for sentence. I have considered everything that has been urged on your behalf.

The quantity of drugs involved is 0.95 kilogramme of a mixture containing 0.57 kilogramme of heroin hydrochloride. These drugs were imported into Hong Kong and therefore call for enhancement.

All things considered, I adopt a starting point of 19 years, enhance it by 1 year, making a total of 20 years. I have taken into account everything that has been urged by your counsel in mitigation on your behalf.

You have offered to assist the Customs and you did try to contact people in Tanzania to seek instructions for delivery of the drugs but no one answered your call. Although your effort to assist the Customs was not successful I am prepared to give you some discount for that.

All things considered, including the letter which you have written, I shall give you a discount slightly more than one‑third reducing the starting point from 20 years to one of 13 years.

You will therefore go to prison for 13 years.
