COURT: Accused, you stand convicted of one charge of trafficking in a dangerous drug. You have pleaded guilty at the Magistrates Court and you have been committed to the High Court for sentence.

I have taken into account everything that has been ably urged on your behalf.

The quantity of drugs involved is 0.93 kilogramme of a mixture containing 0.55 kilogramme of heroin hydrochloride. These drugs were imported into Hong Kong from abroad which calls for enhancement.

All things considered, I adopt a starting point of 18 years and 9 months, enhance it by 1 year, making a total of 19 years and 9 months.

Having taken into account everything urged in mitigation on your behalf, including your plea of guilty, an early one, and your family circumstances, I shall give you a discount of slightly more than a third, reducing the starting point to one of 13 years’ imprisonment.

You are therefore sentenced to 13 years’ imprisonment.
