COURT: You stand convicted of one charge of trafficking in a dangerous drug. You have pleaded guilty at the magistrates’ court and you have been committed to this court for sentence.
The quantity of drugs involved is 1,654.60 grammes of a mixture containing 1,130.09 grammes of heroin hydrochloride and 171.62 grammes of 6-monoacetylmorphine hydrochloride. These drugs were imported into Hong Kong and, therefore, calls for enhancements.
I have listened to all the mitigation advanced on your behalf. All things considered, I adopt a starting point of 23 years, enhance it by 2 years, making a total of 25 years.
Having taken everything that has been urged on your behalf in mitigation, I am prepared to give you a slightly more than one-third discount for your plea of guilty and for your cooperation with the police, thereby reducing the starting point to one of 16 and a half years’ imprisonment.
You are therefore sentenced 16 and a half years’ imprisonment.
