COURT: The accused, you stand convicted of one charge of trafficking in a dangerous drug. You have pleaded guilty at the Magistrates’ Court and you have been committed to this court for sentence today.
I have taken into account everything urged on your behalf.
The quantity of drugs involved is 1.21 kilogrammes of a mixture containing 0.56 kilogramme of heroin hydrochloride.
These drugs were imported into Hong Kong, and therefore call for enhancement.
All things considered, I adopt a starting point of 19 years’ imprisonment, enhance it by 1 year, making a total of 20 years’ imprisonment.
I have taken into account everything urged in mitigation on your behalf. Having considered everything, I am prepared to give you a slightly more than one-third discount, thereby reducing the starting point to one of 13 years’ imprisonment.
You are therefore sentenced to 13 years’ imprisonment.
