COURT: Accused, I have taken into account everything urged on your behalf. You stand convicted of one charge of trafficking in a dangerous drug. You pleaded guilty at the Magistrates’ Court and you have been committed to the High Court for sentence.
The quantity of drugs involved is 0.95 kilogramme of a mixture containing 0.56 kilogramme of heroin hydrochloride. These drugs were imported into Hong Kong and therefore calls for enhancement.
All things considered and being as lenient as I can consistent with my duty, I adopt a starting point of 18½ years’ imprisonment, enhance it by 1 year, making a total of 19½ years’ imprisonment.
Having taken into account everything that has been urged on your behalf, including your plea of guilty, I shall give you the full one-third discount thereby reducing the sentence to one of 13 years’ imprisonment from that starting point.
You are therefore sentenced to 13 years’ imprisonment.
