The paragraph 46 on page 20 Line D,
“… but I do not think it crosses the line of so lacking in any merit whatsoever that no applicant could reasonably view the application as not having a reasonable prospect of success.”
should read
“… but I do not think it crosses the line of so lacking in any merit whatsoever that no applicant could reasonably view the application as having a reasonable prospect of success.”
