1. In these appeals and cross appeal, four issues have been raised. Three of them relate to the constitutionality and validity of certain provisions of the Immigration (Amendment) (No.2) Ordinance 1997 and the Immigration (Amendment) (No.3) Ordinance 1997. The fourth issue relates to the legality of the Provisional Legislative Council which enacted these Ordinances.
