This is an appeal from a judgment of Hartmann J given on 29 June 2000 whereby he dismissed the applicant's application for judicial review in respect of three decisions made by the Director of Immigration in October 1999. This appeal has taken some time to come on for hearing primarily due to the fact that the case of Gurung Kesh Bahadur v Director of Immigration [2002] 2 HKLRD 775 was due to be heard in the Court of Final Appeal and the parties considered that it was appropriate to await the
