1. This is an appeal against the decision of Deputy High Court Judge Woodcock (“ the Judge ”) given on 18 July 2018 in HCAL 481/2017 refusing leave to the applicant to apply for judicial review. The applicant is an Indian national. He arrived in Hong Kong as a visitor on 26 February 2014 and was allowed to stay until 4 March 2014.
