Hon Lam VP (giving the Judgment of the Court):

1.By a judgment dated 27 August 2018 ([2018] HKCA 552), this Court dismissed the applicant’s appeal from the decision of Deputy High Court Judge Woodcock dated 24 May 2018 refusing him leave to apply for judicial review.

2.By a notice of motion filed on 5 September 2018, the applicant seeks leave to appeal to the Court of Final Appeal.

3.The applicant lodged his written submissions on 8 October 2018.  In accordance with the general practice stipulated under paragraph 3 of Practice Direction 2.1, we determine this application on papers without any oral hearing.

4.The applicant has not pinpointed any questions of great, general, or public importance in either his notice of motion or his submissions.  Having read those documents, we cannot discern any basis which can satisfy the statutory criteria in section 22(1)(b) of the Hong Kong Court of Final Appeal Ordinance (Cap 484) for leave to be granted. 

5.There is also no basis to grant leave on the “otherwise” limb. 

6.For these reasons, we dismiss the notice of motion dated 5 September 2018.
