1. On 6 October 1999, the Applicant was informed that the Secretary for Planning, Environment and Lands ("the Secretary") had decided to recommend to the Chief Executive that her property at 19 Cross Street, Wan Chai, should be resumed under the Lands Resumption Ordinance (Cap. 124). The Applicant applied for leave to apply for judicial review of that decision. Cheung J. refused the application, and she now appeals against that refusal.
