This is the applicant’s further application for leave to appeal against the decision of Deputy High Court Judge Bruno Chan (the “Judge”) dated 3 October 2019 refusing to extend the time for him to apply for leave to apply for judicial review. The applicant’s previous application for leave to appeal was refused by the Judge on 14 January 2020.
