1. I propose to say as little as possible at this stage.

2. It is an interlocutory stage. And nothing should be said which might prejudice or appear to pre-judge matters to be dealt with at future hearings.

3. I confine myself to saying simply this. All things considered, I am of the view that the respondents have established their entitlement to the relief sought by their summons for security for costs dated February 23, 1995. And I make an order in terms of that summons.
