This is the applicant’s Notice of Motion for leave to appeal to the Court of Final Appeal against the judgment of the Court of Appeal (Kwan VP and G Lam JA) handed down on 1 April 2022 ( [2022] HKCA 449 ). The Court of Appeal dismissed his application for leave to appeal out of time against the decision of Deputy High Court Judge K W Lung dated 9 July 2021 ( [2021] HKCFI 1903 ) refusing to grant leave to apply for judicial review against the decision of the Torture Claims Appeal Board concern
