There are two applications before the Court: (1) the Applicant’s application by Form 86 for leave to apply for judicial review of the decision of the Torture Claims Appeal Board / Non-refoulement Claims Petition Office (the “Board”) dated 23 January 2020 (the “leave application”); and (2) his application by way of affirmation filed on 31 October 2022 to withdraw that application (the “withdrawal application”).
