By these proceedings, the Applicant seeks leave to apply for judicial review to challenge the regime introduced by the Telecommunications (Registration of SIM Cards) Regulation Cap 106AI (“Regulation”). It is appropriate that I record up front that I accept that the Applicant is wholly motivated by a desire in the public interest to correct or mitigate what he genuinely considers to be flaws in the Regulation.
