1.In paragraph 21, the first sentence should read:

2.Paragraph 22(3) should read:

“In concluding that there is no reasonable justification for the applicant to proceed with the 2^nd EC Application, the Judge failed to have regard to the fact that in the likely event that the applicant had to look to the Board for payment, …”
