1. The Applicant is a 29-year-old national of Vietnam who entered Hong Kong illegally in July 2019 and was arrested by police on 6 November 2019. After he was referred to the Immigration Department for investigation, he raised a non-refoulement claim for protection on the basis that if he returned to Vietnam he would be harmed or killed by his creditor over his unpaid debts.
