This is an application by Mr Mathebula Sipho Abednego (“Applicant”) for leave to apply for judicial review of the decision of the Torture Claims Appeal Board (“Board”) dated 8 July 2019 (“Board’s Decision”) when the Board refused his application for late filing of the Notice of Appeal (“NOA”) against the decision of the Director of Immigration (“Director”) dated 10 December 2018 (“DOI Decision”) in refusing the Applicant’s claim for non-refoulement protection (“Claim”).
