The Applicant is a 56-year-old national of Vietnam who had previously illegally entered Hong Kong in 2017 and was subsequently arrested and sent to prison for 15 months before being repatriated to Vietnam in 2018, and some 3 years later on 12 January 2021 she again entered Hong Kong illegally and was arrested by police on the same day.
