This is an application by Mr Ishfaq Muhammad (“Applicant”) for leave to apply for judicial review of the decision of the Torture Claims Appeal Board (“Board”) dated 5 July 2017 (“Board’s Decision”) when the Board affirmed the decisions of the Director of Immigration (“Director”) dated 21 December 2015 (“2015 DOI Decision”) and 22 December 2016 (“2016 DOI Decision”) (together “DOI Decisions”) in refusing the Applicant’s claim for non-refoulement protection (“Claim”).
