1. By Form 86 filed on 7 April 2020 (the “ Form ”), the Applicant applied for leave to apply for judicial review (the “ Leave Application ”). In the Form, the Applicant named the Torture Claims Appeal Board/ Non-refoulement Claims Petition Office (the “ Board ”) as the proposed respondent. The Applicant however did not identify the decision in respect of which relief is sought. The court notes that there was only one decision issued by the Board on 18 December 2015 (the “ Board’s Decision ”).
