This is an application by Mr Poutia Herve Modeste (“Applicant”) for leave to apply for judicial review of the decision of the Torture Claims Appeal Board (“Board”) dated 9 October 2020 (“Board’s Decision”) when the Board affirmed the decisions of the Director of Immigration (“Director”) dated 3 July 2015 (“2015 DOI Decision”) and 30 June 2017 (together “DOI Decisions”) in refusing the Applicant’s claim for non‑refoulement protection (“Claim”).
