The Appeal Committee:

1.We are satisfied that the following question is of the requisite importance and grant leave to appeal in respect of the same, namely:

“For the purpose of section 18(1) of the Prisons Ordinance (Cap 234) (“PO”), is a letter from a prisoner to the Ombudsman an article authorized by the Prison Rules (Cap 234A) to be carried out of a prison without further authorization from the Commissioner?” 

2.The appeal will be listed for hearing on 27 May 2026.
