1. There is in Hong Kong a long standing policy to localise the Civil Service. It is a wholly understandable and sensible policy. It has stood up to scrutiny in the courts. The Government of the Hong Kong Special Administrative Region also has a policy to develop a Civil Service that is at least bilingual in Chinese and English.
