These two applications for judicial review arise out of an Insider Dealing Tribunal (the "Tribunal")which was set up in September 1990 and sat in 1996 into share dealings in a company that was called Paragon Holdings Limited. There are only slight differences between them and so I shall treat them together. Mr McCoy S.C. appears for the 1st applicant (T.L.M.) and Mr Harris for the 2nd (T.F.K.).
