1. The Plaintiff in this action was and is a well known figure in Sai Kung. He has been a Justice of Peace for a long time. He was the chairman of the Sai Kung Rural Committee and he is still serving as a consultant to the Rural Committee. He had also been a member of the Heung Yee Kuk. Obviously, although he would not admit it, he had much influence in Sai Kung. He claimed to be beneficially entitled to two pieces of land at Tsam Chuk Wan, Sai Kung.
