Kindly note the following correction in the judgment of the above case handed down by the Honourable Mr. Justice Keith on 9th February 1999:

Page 12, line J, the 11th word "said" be substituted by "than" so that the sentence should read "it is plain that he concluded that the procedure was fair, rather than simply saying that it was reasonably open to the Commission to conclude that the procedure was fair."
