1. 2002年3月19日，申請人霍志雄在銅鑼灣渣甸坊9號A（京華中心）地盤外被警員51860號截查。當時申請人背着的旅行袋內有膠索帶、紅白藍袋、鎖、鐵鑿、勞工手套等物件。在查問申請人期間，警員發現他腰後有一把8寸長的刀。
