1. The parties were directed to submit written submissions within 21 days of the judgment as to the proper costs of the appeal to this Court and in the courts below (para. 52 of the Judgment). The Authority does not seek any order as to costs. In the circumstances, as is accepted by the appellant, the appropriate order is that there be no order as to costs, save that the appellant’s own costs be taxed in accordance with the Legal Aid Regulations.
