COURT: You have been committed to this court for sentence, following your plea of guilty, in the Magistrates Court, to trafficking in dangerous drugs.

The drugs involved are 203.89 grammes of a powder containing 170.23 grammes of ketamine. This quantity of drugs was found by the police when they searched your flat in Cheung Wah Estate in Fanling. You told the police that you trafficked in ketamine in order to provide for your family.

You are still quite young, nearly 23 years of age, but I see that you already have two previous convictions for serious offences. This is now your third. You need to take stock of your life right now and rehabilitate yourself when you come out of prison because, if you continue to involve yourself with bad company, you will only get yourself into deeper trouble. Think of your family; think of your mother before you re-offend again. Make her feel proud of you, rather than ashamed.

Trafficking in ketamine, indeed, trafficking in any sort of drug is extremely serious. Once in the hands of young people, it seriously damages their health and they can become badly addicted.

As far as sentence is concerned, for the quantity of drugs involved in your case, the sentencing bracket is between 6 to 9 years’ imprisonment. I adopt as my starting point a sentence of 7 years’ imprisonment. I will give you full credit for your plea of guilty and discount this by one-third.

Accordingly, you are sentenced to 4 years and 8 months’ imprisonment.
